John Hobson claims that throughout its history most international theory has been embedded within various forms of Eurocentrism. Rather than producing value-free and universalist theories of inter-state relations, international theory instead provides provincial analyses that celebrate and defend Western civilization as the subject of, and ideal normative referent in, world politics. Hobson also provides a sympathetic critique of Edward Said's conceptions of Eurocentrism and Orientalism, revealing how Eurocentrism takes different forms, which can be imperialist or anti-imperialist, and showing how (...) these have played out in international theory since 1760. The book thus speaks to scholars of international relations and also to all those interested in understanding Eurocentrism in the disciplines of political science/political theory, political economy/international political economy, geography, cultural and literary studies, sociology and, not least, anthropology. This major work constitutes a significant attempt to provide a detailed and accurate account of the character and effects of Augustine's thought as a whole. It describes the transformation of Greco-Roman philosophy into the version that was to become the most influential in the history of Western thought. Thus the cruelty of modern totalitarianism is now depicted as in the spirit of the French Revolution and its implacable hostility to a vanished primordial heritage, while scientism, bureaucracy and consumerism appear as the only rivals to a threatening nihilism. This introductory chapter offers an overview of the context, content, and history of environmental political theory as a field of study within political science. It starts by differentiating EPT from both the subfield of political theory and other areas of sustainability and environmental studies, with its focus on the political nature of human/non-human relations. EPT’s development over the last twenty years is discussed, in terms of both substantive foci and maturation as a field. Usain Bolt’s Lightning Bolt pose, one arm highly extended to one side, suggests action. Likewise, static pictures of animals, legs extended, show animation. We tested a new cue for motion perception—extension—and in particular extension of dancer’s legs. An experiment with pictures of a dancer finds larger angles between the legs suggest greater movement, especially with in-air poses and in lateral views. Leg positions graded from simply standing to very difficult front and side splits. Liking ratings were more related to Difficulty (...) ratings than Movement ratings. (shrink)

The current ethical norms of genomic biobanking creating and maintaining large repositories of human DNA and/or associated data for biomedical research have generated criticism from every angle, at both the practical and theoretical levels. The traditional research model has involved investigators seeking biospecimens for specific purposes that they can describe and disclose to prospective subjects, from whom they can then seek informed consent. In the case of many biobanks, however, the institution that collects and maintains the biospecimens may not itself (...) be directly involved in research, instead banking the biospecimens and associated data for other researchers. Moreover, the future uses of biospecimens may be unknown, if not unknowable, at the time of collection. Biobanking may thus stretch the meanings of inform and consent to their breaking point: if you cannot inform subjects about what their biospecimens will be used for, what can they consent to? Given that informed consent by individual subjects is the ethical gold standard, the seeming dilution of the concept in the context of biobanking is a profound problem. (shrink)

We propose that in pictures both the extended limbs of actors and the ground are involved in gestalts for movement. Limbs extend to suggest more motion literally when a dancer is in air and refer to a canonical pose when on the ground. A running pony’s curled limbs off the ground depict fast action literally. A horse’s flying-gallop off the ground suggests speedy motion metaphorically. Cast shadows indicate the actor’s location with respect to the ground. From a national U.S. sample of senior academic biochemists, ninety-four indicated that they personally knew of an incident of scientific wrongdoing. Among these individuals, less formal actions against an offending individual were endorsed when either actions were believed to have the potential to publicly embarrass the offending individual, or the actions might adversely affect the professional career of the whistleblower. These relationships remain significant after controlling for professional status, career age, and current level of formal departmental administrative responsibility. _The Ethics of Homelessness_ is a compilation of essays analysing the philosophical, legal and social implications of the seemingly intractable condition that people endure without a home, where their fundamental human rights, autonomy and privacy are compromised. Authors use literature and arguments to demonstrate the failings of public policy.

While being generally appreciative of Sen's theory of capabilities, the point of this paper is to raise some conceptual challenges that arise in addressing entrenched conditions of power and domination from the capability paradigm. The enhancement of people's capability prospects with regard to education, employment, decent living standards and political participation can empower them to challenge various dominating conditions in society. It can also bestow a sense of self-confidence in people to stand up against discriminating practices. Yet, the objectives of (...) the capability theory remain less secure as long as citizens’ capability prospects are dependent on and subjected to arbitrary power and domination. I argue that Sen's theory of capabilities can be strengthened and developed as an effective antidote to the liberal hegemony in political theory by drawing on resources from Pettit's republicanism particularly by accommodating the robustness condition of freedom and by envisioning individual freedom as intimately tied to the common good of the polity. Primary legislation in Britain has enshrined the 'voluntary principle' at the centre of the working relationship between nature conservationists and other land-users. This paper examines the dilemma that arises from the application of the legislation to long-term land management strategies in support of nature conservation. In its historical context this approach does not sit easily with wider goals such as the land-use ethic of Aldo Leopold or the search for an ethic of sustainability.

Nor does any one violate a collective action version of the rescue principle when she makes a frivolous purchase instead of giving to a charity. Garrett Cullity is also mistaken in believing that ‘the transitivity of wrongness’ can be used to reach the conclusion that a failure to give to charity is wrong (...) because a failure to save is. This makes it likely that the requirement to give to charity is based not on the requirement to rescue but instead on the moral requirement to marginally improve the ability of charitable organisations to do their important work. There is a question over whether or not Adam Smith, in The Wealth of Nations (1776), contended that the rich devise structures of authority (especially civil government) to protect their wealth. At issue is whether significant, private wealth can exist prior to forms of authority. Smith seems to me not to have thought so. It is true that he asserts that, "antecedent to any civil institutions", superiority of fortune can "give some men superiority over the greater part of their brethren" (...) (p.670). However, I argue that there is strong reason not to take the word "antecedent" here in a temporal sense. In numerous and important examples Smith depicts the relationship between wealth and authority as non-empirical (or at least not simply empirical). This connection flows naturally from Smith's epoch-making redefinition of wealth as the productive capacity which a society can command within its given social and political framework. Appreciating this point leads one to see Smith as developing an early form of historical materialism. (shrink)

A key political-strategic question facing those aiming to foster environmental action is, When and how do environmental concerns resonate widely with citizens? This question invites reflection upon the rhetoric of “sacrifice,” especially as often deployed within wealthy consumer societies. This rhetoric has become a political sticking point that often entangles environmental discourse in a false dichotomy between sacrifice and self-interest and thereby constrains the political imaginary. By challenging this dichotomy we can draw attention to the ubiquity of notions of sacrifice (...) in everyday life, thereby defusing its ability to shut down ambitious proposals for action. We might use this insight to reorient talk about sacrifice in a manner that expands our imaginary and opens up broader possibilities for democratic change. (shrink)

In this paper I try to defend three claims: first, that there is a requirement to aid and a correlative right to be aided; second, that the conditions under which this right applies can be precisely stated and given a convincing contractualist rationale; and third, that the existence of this right has no relevance for the justifiability of social welfare programs.

At the request of the Midwest Bioethics Center (MBC), we surveyed nurses' and physicians' attitudes and needs regarding Hospital Ethics Committees (HECs). The primary objective of this research project was to inform the practices and policies of the Ethics Committee Consortium of the Bioethics Center.Four thousand eight hundred and twenty-nine surveys were distributed to the medical and nursing staff of eight Kansas City metropolitan area hospitals. One thousand and fifty-five surveys were returned, representing a response rate of 21%.

Kenneth Clatterbaugh has written a valuable exposition and discussion of a century of upheaval in metaphysics and natural philosophy, tracing the gutting and reworking of Aristotelian causality from its uncomfortable scholastic context into a leaner and meaner instrument of secularized scientific explanation. The book examines key figures directly, evaluates prominent interpretations from the recent literature, and also puts Clatterbaugh’s own useful and definite stamp on the story. This includes the usual philosophical suspects—Descartes, Locke, Leibniz, Berkeley, Hume—and their weighty philosophical interlocutors (...) and followers like Hobbes, Gassendi, Malebranche, Spinoza, and Anthony Legrand. So, on 22 July 1865, under the title ‘Philosophy and Punch’, did England's premier comic weekly greet the election of J. S. Mill as MP for Westminster. Mill held his seat for only one term, until the general election of 1868, when his Whig-Liberal colleague Robert Wellesley Grosvenor was re-elected, but Mill was replaced by the loser in 1865, the Conservative W. H. Smith, Jr., who, though he never went to sea, became the ruler of the Queen's navy. The reasons (...) for that reversal have engaged the attention of many, including Mill himself; I should like to introduce into the discussion material from an ignored source, the comic weeklies, which took a continued and close look at Mill's behaviour during his parliamentary years. While this evidence generally does not disconfirm earlier judgments—including my own— it does more than merely add to the induction. First, it shows how different political stances led journals to focus on different aspects of Mill's parliamentary career, and to adopt different rhetorical strategies in portraying him in picture and word. Second, it demonstrates how the hardening of party allegiances during the parliament of 1865–68, which accelerated in the preparatory campaigns for the general election of 1868, affected Mill adversely. Third, it suggests strongly that it was not his ‘crotchets’ or ‘whims’, especially women's suffrage and proportional representation, that damaged his chances for re-election, but his advocacy of causes unpopular with the majority of Liberals as well as with Conservatives. This paper analyses the activities of five organizations shaping the debate over the global governance of genome editing in order to assess current approaches to public engagement (PE). We compare the recommendations of each group with its own practices. All recommend broad engagement with the general public, but their practices vary from expert-driven models dominated by scientists, experts, and civil society groups to citizen deliberation-driven models that feature bidirectional consultation with local citizens, as well as hybrid models that combine elements (...) of both approaches. Only one group practices PE that seeks community perspectives to advance equity. In most cases, PE does little more than record already well-known views held by the most vocal groups, and thus is unlikely to produce more just or equitable processes or policy outcomes. Our exploration of the strengths, weaknesses, and possibilities of current forms of PE suggests a need to rethink both “public” and “engagement.”. (shrink)
